If they’re Code Monkeys, more probable would be:

You left off an enclosing parenthesis are the second (2*b).
Also you’re assigning rather than comparing the boolean value to the variable $question.
Try:
echo boolean $question == ( (2*b) || !(2*b) );
Ahhhh, that’s better. ;-P
Oh dear… sorry, the nerd in me just can’t let it go… actually I think you were right in the first place, according to the speech, you are assigning the variable $question with the value “2*b…” etc. I think the “echo” threw me.
Revised code (again):
boolean $question = ( (2*b) || !(2*b) );
echo $question;

Says a product of the English school system — of course it was much more rigorous in my day: more work, tougher exams, harder chairs etc etc etc…
I was speaking from experience. Teachers tried to beat my love of english lit and music out of me by “teaching” me, but they didn’t succeed. Although thinking of it I could read music before two years of music lessons left me ignorant.
